Imperial Pacific International (IPI), the troubled casino operator on Saipan, has made an offer to pay an exit fee of $49 million in return for permission to surrender its gaming license. However, this proposal has been rejected by the governor of the Commonwealth of the Northern Mariana Islands (CNMI).
